Variations to discretionary planning controls continue to be considered where developments demonstrate an exemplar level of ESD in their application. This is best demonstrated by applicants achieving a total BESS project score of 70% or greater. Exemplar projects include a large industrial project which achieved a 71% BESS score. Key ESD initiatives in this application include commitments to all electric development, 10% improvement on NCC energy efficiency requirements, a 99kW solar PV system, heat pump hot water, EV ready infrastructure and a green wall. Another project achieved a 73% BESS score. Key ESD initiatives in this application include commitments to all electric development, heat pump hot water systems, a 3kW solar PV system in each dwelling, 7-Star NatHERS ratings, double glazed windows, 3kL rainwater tanks in each dwelling, light coloured roofs and driveways and EV ready infrastructure.

Description

In the past 12 months Council approved an application for an all-electric, net-zero, mixed-use residential building with co-housing in Cheltenham. The development will deliver apartments with an average 7.5 Star NatHERS home energy rating and provides rooftop solar, electric vehicle charging, a bike repair station and shared electric scooters and electric vehicles for co-housing residents.

In Moorabbin, Council approved another exemplar ESD mixed-use residential development that will deliver apartments with an average 7.5 Star NatHERS home energy rating. The development features a communal rooftop garden with food production for residents, and will achieve improved urban cooling through the installation of a green wall.

Drawing on case studies from other municipalities and in collaboration with all relevant teams (parking, local laws, compliance, finance etc), Council will collate industry insights on incentives that aim to deliver tangible and measurable ESD benefits.
